Garland Ray Foster, Jr. was born to Garland (Peanut) Foster, Sr. and Dee Whisman Foster on November 11, 1948. He passed from this life on December 29, 2023, at the age of 75. He was a cherished brother to Mike Foster of Morris, Oklahoma. Garland grew up and attended schools in both the Okmulgee and Morris area, graduating from Morris High School in 1966.
After graduating high school, Garland attended Northeastern State University for two years in Tahlequah. Afterwards, Garland joined the U.S. Army, serving in the Oklahoma National Guard. He then began a career with the C.R. Anthony company. Relocating to Boise, Idaho, in 1970, Garland met his first wife, Donna Ryder. The couple were blessed with three children.
While working in Boise, he switched careers to the freight logistics business. His work would take him across the country to Florida, California, and eventually Colorado. It was in Colorado that he met the love of his life, Shawn Flowers. With Shawn, they raised two sons, J.C. Shaw and Travis Foster.
Garland was a devoted husband to his loving wife of 31 ½ years, with whom he shared the joys and challenges of life from their homes; from Colorado to Morris. With great pride, Garland later served his hometown as the Mayor of Morris on two separate occasions.
He subsequently dedicated many years of service to the Veterans Benefits Administration, from which he retired. His work was not just a job; it was a commitment to serving those who had served their country, and he performed his duties with honor and diligence.
A passionate and avid fan of OU, Garland's enthusiasm for his Sooners was well-known, and game days were always a special occasion in the Foster household.
Garland's outgoing nature and friendly demeanor were the hallmarks of his personality. He navigated life head-on with a quiet determination, grandiose humor, and smile that lit up the room.
Garland's passing leaves a void not only in his immediate family but also among a host of friends and other relatives who found in him a steadfast presence and a source of unwavering support.
As we bid farewell to Garland Ray Foster, Jr., we celebrate a life that exemplified kindness, dedication, and love. He was a man who built a legacy through the simple acts of being there for others, sharing in their happiness, and providing comfort in times of need. His memory will be cherished and kept alive in the stories we share and the lives he touched. Garland's journey on this earth has ended, but the impact of his spirit endures. His influence will continue to be felt long after his passing.
Preceded in death by his parents, Garland is survived by his wife, Shawn Foster of the home Morris, Oklahoma; J.C. Shaw and Travis Foster of Fountain, Colorado; John Foster and his wife Andrea of Boise, Idaho and two daughters. He was a proud grandfather to ten grandchildren. Thank you, and Boomer Sooner.

Funeral services are scheduled for 2:00 p.m., Thursday, January 4th, 2023 at Morris United Pentecostal Church with Rev. Justin Monks, officiating. Interment will follow in Morris Cemetery under direction of Integrity Funeral Service.
